Why is there no Compact 2013 Core and Core Plus license SKU any more?

This was a Microsoft decision to make the C2013NR Core version only available for portable navigation devices. Licenses without any vertical restrictions are only C2013E and C2013P.

Windows® Embedded Compact 2013 Licensing

There are several SKUs (licenses) available for Windows® Compact 2013. The licenses are language independent.
A license sticker (COA) must be attached on every system. It can be sticked somewhere inside the system.
